If the creation of the servers was to be reassessed critically, then the cheat eangines could probably be staring at an unexpected doomsday.

The most effective way to monitor and stop the cheats from taking place is probably by having a central server whereby all banned cheat engine experts are reported. In this case the same information will be relayed to each and every minecraft server available on the net perhaps instructing them of the banned player so as to ban them from their servers as well.

But the reason why minecraft cheat engine are still at large is because whenever you ban a player from one server, that player is still able to log in to another server either as a single player or a multi player hence enabling him to continue with his cheating theatrics.
